The Training on gender analysis of municipal budgets was held in Tuzla from 19th to 21st, September 2007
As one of the project activities foresaw by the project Gender Sensitive Budgeting, whose realization is supported by UNIFEM Office in Central and Eastern Europe - Bratislava, the Association Vesta organized the three-day training (from 19th to 21st, September 2007) for the representatives of non-governmental organizations (the K.R.I.K. network), the municipal officials in finances as well as for the representatives of the municipal gender commissions from 5 B&H municipalities: Banovići, Bijeljina, Srebrenica, Travnik i Tuzla.
As the perceiving of current situation in the area of gender sensitive policy of budgeting in 5 above mentioned municipalities has shown that the municipal finance services are not familiar with initiatives on gender sensitive budgeting, and that there is no gender sensitive developing programmes that are based on careful gender sensitive socio-economic analysis, the aim of the training was to strengthen the capacities of the participants by increasing the availability of the methodology for implementation of gender budget analysis and to enable them to independently implement the analysis of municipal budgets with regard to gender.
The training was facilitated by Mrs. Catharina Schmitz, the international GRB expert, Mrs. Vikica Šunjić from Gender Centre of Federation of Bosnia and Herzegovina and Mrs. Hazima Pecirep from Municipality of Novi Grad, Sarajevo.
After detailed analysis of the basic categories of public expenditures within the municipal budgets from the gender perspective is done, the analysts will forward the obtained results to the Working Group consisted of representatives of BH gender mechanisms. These analyses will give ground for creation of final version of Recommendations and Guidelines for Gender Sensitive Budgeting in Bosnia and Herzegovina, that will be publicly presented in all 5 targeted municipalities and that will bring out the key justifying, plausible and persuasive arguments for introducing of gender responsive initiatives and their applicability to the government programmes and budgeting processes.
In long term results, the project will contribute to introduction of gender sensitive procedures for preparation, proposal, adoption and implementation of budgets in all government levels.
